The National Capital Planning Commission (NCPC), in coordination with Events DC, invite you to attend a Section 106 consultation meeting for the proposed redevelopment of the Carnegie Library at Mount Vernon Square on Thursday, April 10, 2014 from 1:30 p.m. to 3:00 p.m.

* Mt. Vernon Entrance: Enter building, make a left towards Starbucks. Take the bank of elevators behind Starbucks to the 3rd floor and make a left into the Ballroom pre-function area.
* Mt Vernon Sq. 7th St-Convention Center Metro Entrance: Enter building, proceed along the hallway to L Street. Walk thru the under pass into the main building. When you reach the grand lobby, make a right towards Starbucks. Take the bank of elevators behind Starbucks to the 3rd floor and make a left into the Ballroom pre-function Area.
Background
Events DC, representing the District of Columbia, and in partnership with the Spy Museum, proposes to rehabilitate the public space of Mount Vernon Square and renovate and expand the Carnegie Library building. The proposed project would improve the circulation patterns of Mount Vernon Square; provide green space for play areas and outdoor gatherings; add retail and café uses; incorporate a new, state of the art Visitor Center for the District of Columbia; provide new, renovated headquarters for the Historical Society of Washington, DC; and provide museum exhibit space to accommodate the relocation of the International Spy Museum to the Carnegie Library.
The proposed project will be reviewed by NCPC under the National Capital Planning Act as a District of Columbia project located in the Central Area. NCPC’s review and action on the project is an Undertaking subject to Section 106 of the National Historic Preservation Act. NCPC is also preparing an Environmental Assessment (EA) for the project to fulfill the requirements of the National Environmental Policy Act (NEPA).
The first Section 106 meeting was held in conjunction with a public scoping meeting for the EA at the Carnegie Library on November 20, 2013. During the joint NEPA/Section 106 public scoping meeting, a draft area of potential effect (APE) was defined for the Undertaking and the potentially affected historic properties identified in accordance with the Section 106 regulations (36 CFR 800).
The purpose of this Section 106 consultation meeting is to:
* review the significance and contributing features of the Carnegie Library and other historic properties within the project’s APE;
* present the action alternatives for the project; and
* discuss impacts to historic properties in the APE resulting from the proposed action alternatives in order to apply the criteria of adverse effect as required under the Section 106 regulations.

BANCA Meeting in February
We discussed a vision for how to manage Blagden Alley as all of the businesses open and new residences are constructed. Here are my notes in take away. This needs more refinement and input but a good starting point.

General concept is that Blagden Alley becomes a “Walk – In”
alley
There will be no parking in Blagden Alley except for those
with off street parking (all residential – see map). Driving into Blagden Alley will be discouraged.
Alley will be accessed one way south from N to M
Street. This will accommodate deliver
trucks, Taxis, Uber, or for Valet Parking.
Business will collaborate on a valet stand at the main intersection and
a destination parking location (Giant garage?)
Truck deliver will be restricted to certain day time hours
and will follow the established North/South route and hand truck into
businesses. We will examine a delivery
zone on 9th Street also for this purpose. Trash trucks are included and will encourage
the grouping of businesses and the use of trash compactor technology. Goal also to keep dumpsters/compactors off of
public space.
Speed limit established of 10 MPH, do not enter signs
(except for residents with off street parking) placed at 9th, 10th,
and M Streets (always do not enter).
Security & Traffic: work with residents and businesses
to establish a Blagden Alley BID type arrangement to hire an off duty police
officer to manage traffic, provide security, assure orderly behavior of
restaurant and bar customers, control noise.
Potential use of public space to establish brick alley cafĂ©’s,
limited events in the alley, bicycle parking, etc.

Visitor Parking Program in ANC 2F? Wed night at the CDC
ANC 2F Receives New Info About Visitor Parking Program Eligibility
As part of the Commission’s ongoing effort to implement a Visitor Parking Program (VPP) for ANC 2F, DDOT recently informed Commissioner Cain that ANC 2F is eligible to opt into (and participate in) the city’s existing VPP program. As such, the Community Development Committee (CDC) will be considering this option at its upcoming meeting on Wednesday, March 26, 2014, 7:00pm at the Washington Plaza Hotel (10 Thomas Circle, NW). If approved by the CDC, the proposal will be considered by the full ANC on Thursday, April 10 at 7:00pm at the Washington Plaza Hotel.

BANCA Meeting Thursday 20 March at Nanny O'Briens
Blagden Alley Naylor Court Association Meeting
Thursday 20 March 7:30-8:30 PM
Location: Nanny O'Briens 3319 Connecticut Avenue NW (by the Cleveland Park Metro - 1 block south of the Station across from the Uptown Theater).
Geoff Dawson, Owner of Bedrock Bars proposes to establish a new Bar (CR) at 1240 9th Street to be called Lost and Found. He has invited BANCA to one of his current establishments, Nanny O'Briens (http://nannyobriens.com). Geoff and his team will introduce themselves, give a brief history with a printed bio and describe their vision for Lost & Found. After that they will answer any questions and concerns.
Given its convenient location on the red line I plan to take the metro. Hope to see you there.
Future meetings will focus on the next steps for Blagden Alley building on last month's discussion - managing the multiple construction projects while also developing an operational concept when the resident and businesses are built out. We will also have a meeting in the near future with the developer of 917 M Street and the vacant lot on the 1200 block of 9th Street.

Status update on 1337 11th Street NW - Building at the South East corner of 11th and O Streets
You may have noticed that construction work has commenced on the building. I reached out to the owner, David Dale, of Dale Management and Development who owns this row of historic victorians on 11th Street (that is 1329-1337 11th Street). Here is what he had to say:
As you are aware, we were finally able to begin construction on 1337 11th St NW last week. Thus far, the progress has been great and I am confident that this project will proceed efficiently and in a manner as low impact to the neighboring area as possible.
The construction company is AllenBuilt Inc. (www.allenbuiltinc.com), which has extensive experience in commercial and mixed-use construction around town: The Diner and Tryst in Adams Morgan; Cake Love, The Coupe and Open City, just to name a few more. I've been extremely impressed with their team from the start of their involvement with the project more than a year ago and their performance on site over the last week and a half has reaffirmed my confidence in their abilities.
The 1337 project will ultimately be a mixed-use development comprised of two large residential rental units on the top two floors of the building and a restaurant space on the ground level and first floor above.
The residential units will be 2BR+2 Baths per unit, with each unit occupying an entire 1,100 sq ft floor. Our construction schedule has these two units delivering in early October. [these units will be leased]
The restaurant space has approximately 3,500 sq ft of indoor space across the two floors as well as an additional 2,200 sq ft of outdoor space, the majority of which we hope to utilize as outdoor seating - with, of course, the input and blessing of the surrounding community.
In my dialogue with David he is targeting a restaurant use that the community will fully support and will of course bring this plan before the ANC for approval (there are no zoning or historic issues to resolve, what he is doing is a matter of right - this will be to get the ABC license for the restaurant).

Rock and Roll Marathon will impact traffic tomorrow AM, Sat 15 March, details below
For those of you that live in and around the city, the Rock n Roll Marathon will take tomorrow. Please review the details below or at their website http://runrocknroll.competitor.com/usa/course. Note there is a 1/2 marathon and a full marathon.
The participants will gather at 0600 hours at 14th Street and Constitution Avenue, NW. The runners are expected to start at approximately 0730 hours Finish line is at RFK Stadium for both the 1/2 and full marathon.

Status of trash pick up this week/next and street sweeping delay start to March 10
Due to the snow and resulting ice,
DPW wasn’t able to collect the recycling from our neighborhood,
and may have missed some trash as well.
Trash will be collected on Friday,
but recycling will not be collected until next Tuesday.
They are having issues collecting everything and
there is not a crew able to go out to places that were missed.
Residents need to bring in their trash cans,
or you could be fined for leaving them out—
which would add insult to injury!
Also, trash left out tends to fall out and mess up our neighborhood,
so please pull the cans back in until Friday/Tuesday.

In a bit of good news- street sweeping (and tickets that could be issued)
have been delayed for another week, so won’t be enforced until March 10.
